The Level I Orientation is the first of CAP’s five professional development program levels.
During this training you will:
- Be exposed to the history of Civil Air Patrol
- Familiarize yourself with the general policies and procedures
- Gain a breadth of knowledge that will serve you well as you begin your journey and through your entire volunteer career.

Level 1 Orientation Student/Instructor Guide: Guide
To complete this level and earn the Benjamin O. Davis, Jr. Award, you will:
- Receive a Technician’s rating in this specialty. CAPP 60-11
- Be assigned to a Duty Position. CAP has over 2 dozen duty positions.
- Complete the Officer Basic Course (OBC)
- Complete the Squadron Leadership School (SLS)
Officer Basic Course (OBC), written by CAP members for CAP members, is the activity requirement for the Level II, Benjamin O. Davis Award. The OBC is hosted on the CAP Learning Management System (LMS) and is comprised of three blocks of instruction with each block examining CAP and leadership. Each block has several lessons included. Each lesson takes about 30 minutes to complete, and there is a total of 20 hours of instruction.
Squadron Leadership School (SLS) provides CAP’s adult members with a basic understanding of CAP operations at the squadron level and how those operations affect CAP’s national missions. Additionally, members learn more about CAP customs, core values, and communications. Case studies, discussion, and group assignments are integral facets of the SLS.
To complete this level and earn the Grover C. Loening Award and the Loening ribbon:
- Become Senior Rated in this Specialty, CAPP 60-11
- Become a craftsperson in your job and obtain a senior rating in this specialty track. Successful completion of the senior rating in a specialty track results in award of the Bronze Star for the Leadership Award ribbon (CAPR 39-3). Request authorization through your Professional Development Officer (PDO) to your unit commander. Once approved, you may then purchase the ribbon bronze star device from Vanguard.
- Attend two Major Conferences
- Collaborative Learning. Attend two wing, region, or national conferences. These conferences afford CAP members a broad view of the CAP corporation’s organization and expose them to the issues confronting CAP. Attendance at a region/wing aerospace education conference can also be credited for one conference attendance. Conferences attended prior to entry into Level III count toward fulfillment of this requirement.
- Serve in a staff or command assignment (duty position) for at least one year
- Complete the Corporate Learning Course (CLC)
- Wing Level Leadership. Complete the Corporate Learning Course. The Corporate Learning Course (CLC) discusses the relationship the CAP squadron has with the next major echelon of command — the wing. Specifically, CLC discusses how wing-level operations help to accomplish CAP’s three missions of aerospace education, emergency services, and cadet programs. It describes the working relationships wing staff officers have with each other, and their squadron level counterparts.
- Earn the Brig Gen Charles E. “Chuck” Yeager Award
- This award recognizes successful completion of the Yeager test portion of the Aerospace Education Program for Senior Members (AEPSM). The test may be completed online and the member’s record will automatically be updated reflecting completion of the AEPSM. If the online process is not used, the wing/region director of aerospace education certifies completion of the AEPSM on a CAP Form 127, Monthly Certification Report, and forwards it to NHQ/DPR. The Yeager test is based on the Aerospace: Journey of Flight 2nd edition which can be found on eservices under “AE Download and Resources”. The Yeager test can be found on the Learning Management System (LMS) in eServices.

To complete this level and earn the Paul E. Garber Award and Garber ribbon:
- Become Master Rated in this Specialty, CAPP 60-11
- Become a master in your job and obtain a master rating in this specialty track. Successful completion of the senior rating in a specialty track results in award of the Silver Star for the Leadership Award ribbon (CAPR 39-3). Request authorization through your Professional Development Officer (PDO) to your unit commander. Once approved, you may then purchase the ribbon bronze star device from Vanguard.
- Complete one of the following:
- Prepare and deliver a CAP-related presentation to a non-CAP group.
- Conduct a hands-on unit aerospace education program, or an external aerospace education classroom program.
- Serve in a staff or command assignment (duty position) for at least two years of service
- Serve in a director or staff member capacity in a CAP approved course or serve as a director or staff member of a national, region, or wing conference as a senior member (reference Attachment 3 of CAPR 50-17)
- Complete Region Staff College (RSC) or its approved PME equivalent (Attachment 2 of CAPR 50-17)
- Increased Leadership Skills. The CAP Region Staff College provides students with in-depth studies of management, leadership, and communications skills, and shows how CAP’s missions are accomplished at the region level. Seminar discussions, case studies, and practical exercises are integral parts of the RSC program.
- RSC lasts for 40 classroom hours in a laboratory/seminar environment, with the school itself lasting from 5-7 days. They are normally held on military installations or college campuses, are held annually, and are administered by the regions.

Because most members will have been in the program for a few years by the time they reach this level, there are some specialized schools that are available. Such schools as the National Legal Officers College, the CAP Inspector General College, or the Chaplain Service Region Staff College may be treated as equivalent to RSC (see CAPR 50-17 for details).

Member Conduct and Discipline. The Deputy Director will adhere to the procedures described if disciplinary problems cannot be handled informally. These procedures assure fair treatment to all staff and students.
Graduation Banquet and Dining Out Exercise
Included are cue sheets for introductions and certain other functions. Cue Sheets 1 and 2 are samples only and will have to be customized to show your head table and honored guests.

Application for Duty Assignment
This optional form can provide important information from your potential staff members. Be selective! This form can be distributed to students interested in staffing future staff colleges.
Include this in the early mailing to your students. It provides important information on your students and helps in seminar assignments.
Free advertising helps Civil Air Patrol. Ensure each student fills in the blanks and sends it to his/her local newspaper(s) for possible publication.
This is a vital part of the staff college curriculum
Each presentation must be critiqued for future improvement of instruction and curriculum. Topic/Lecturer critique forms are to be completed each day by students. The seminar advisor collects them and gives them to the curriculum coordinator.
Combined Topic/Lecture Evaluation
This shorter critique may be used as an alternative to the topic/lecturer critique. This form combines all the presentations for each class day onto one form.
Social Event Critique
Critique of Seminar Advisor
Students use this form to evaluate the seminar advisor. These should be collected by the curriculum coordinator.
Overall Course Evaluation
Students should have access to their daily critiques in completing the overall critique. Also, there must be adequate time to do this to avoid the “halo effect” (hurriedly marking everything “good” and running for the door).

Job Description Evaluation
One way to smooth out an operation is to ensure each worker knows their function and has the opportunity to improve their job. A copy of this form should be provided to each staff member along with the job description, to be collected later and considered in setting up future staff colleges.

Sequence of Events
This checklist provides a last-minute check of things to do. It is not complete, but it does reflect the countless details to remember.
Student Information Package
Include area maps and brochures (usually available from the Chamber of Commerce) and any other information unique to your staff college.
This is the highest level of CAP career development and is for those officers performing duty as commanders or staff officers. As such, only the most dedicated senior members achieve this level.
Successful completion of Level V professional development qualifies the CAP officer for the Gill Robb Wilson Award, the highest professional development award given to a senior member. The award honors an airman, poet, writer, and founder of CAP.
- Serve in a command or staff position for a total of 3 years of service.
- Serve in a director or staff member capacity in a CAP approved course (reference CAPR 50-17, Attachment 3). This staffing requirement is in addition to the staffing requirement for Level IV found at paragraph 6-1.
- Mentor a junior senior member officer, flight officer or NCO through the Technician Rating in their specialty track.
- Attend National Staff College (NSC) or complete its approved PME equivalent as listed in CAPR 50-17, Attachment 2.

National Staff College (NSC) is the capstone course in professional development. It is designed for members who are, or will be, assuming positions of regional or national importance within CAP.
This college is organized by national headquarters and lasts seven days, held at Maxwell Air Force Base in beautiful Montgomery, Alabama. Fewer than 2,500 of all senior members have reached this demanding level of professional development. Are you up to the challenge?
NSC is taught by senior CAP leaders and USAF instructors from Air University, the curriculum challenges students in the areas of executive leadership, management, organizational behavior, and policy formulation. Much time is spent examining CAP’s national-level operations. Students engage in seminar discussions, case studies, and exercises throughout the seven day course.
Because of the graduate-level design of NSC, as well as its focus on national-level operations, attendance at National Staff College is restricted to those members who hold the grade of Major or above for officers and CMSgt (or SMSgt with National Commander approval) for enlisted , who have completed CAP’s Region Staff College (or equivalent), and who have the endorsement of their wing commander.
To apply, please take the following steps:
- Log onto eServices and access the home page.
- On the left-hand side of the broswer, scroll down and click on the “Cadet Programs” tab
- Choose “Registration and Payment System” sub tab
- Under “NCSA Application,” click on “Application.”
- Enter your CAPID, and click on the “search” button beside the CAPID. This should automatically start your application
- Follow the prompts for information and be sure to click on each tab
- Under the “Personal Information tab” ensure all the applicable blocks are completed and correct (address, contact info, etc)
- Under the “medical” tab, ensure the required medical information is completed
- Under the “Preferences” tab, select “National Staff College Course” from the “List of Events” window and move to the “Selected Events” window
- Do not use the “Supplemental” tab at this time.
- Click “Submit” in the “Review” tab.
Your completed application will be automatically be sent to the unit commander for endorsement (unit commander will check “Commander’s Corner for message). It will then be sent to the wing commander for endorsement. You will receive an e-mail notification if and when you are accepted with payment instructions.
